According to reports, the ozone layer can absorb UV rays of the sun, but the high concentration of surface ozone is harmful to human health, the growth of crops, and it is gateway to cause upper respiratory tract inflammation, cough, headache and other symptoms, and also will cause irritation to the skin, eyes, nasal mucosa.
From 2013 to 2016, the days of ozone exceeding the standard in Shenyang were 18 days, 41 days, 33 days and 37 days respectively. In 2014, it was significantly higher than in 2013.
The range of change from 2014 to 2016 was small, and the ozone concentration in each year was approximately the same. In 2016, for example, from January to April, the city’s ozone concentration gradually increased, from May to August, ozone concentrations rose to the maximum, from September to December, ozone concentrations gradually declined. The average concentration of ozone from May to August was 1.7 times and 2 times from January to April, September to December respectively.
During the first half of this year, there were 49 days of heavy ozone pollutants, 24 days has exceeded the ozone standard which has caused an overall increase.
In order to prevent and control ozone pollution, Shenyang Environmental Protection Bureau will carry out special policy on enforcement and inspection on volatile organic pollutants (VOCs) emission sources throughout the city.
Policy will promote productive actions towards inspecting industrial coatings enterprises working with volatile organic compounds, paint ledger preservation; petroleum, chemical and other production enterprises and its usage of organic solvents, pipelines, equipment and other maintenance, reduce the leakage of material collection and processing; gasoline storage station and tank truck, tanker oil and gasoline recovery equipment installation and operation; car 4S stores, repair shops VOCs control measures, paint shop operation and other emissions of VOCs enterprises.
The environmental violations found during the inspection shall be investigated and dealt with in accordance with the relevant provisions of the People’s Republic of China, prevention, and control of air pollution law. In the future, Shenyang will initiate emergency enforcement actions on predictable occurrence ozone pollutions.
